Relationships in the opening

Samuel No Longer Offers the Support Harper Remembers

Harper remembers Samuel as the one person who stood behind her when her sister received the family's favor. That expectation makes his refusal to hear her account particularly damaging, and their brief eye contact during the royal visit revives the contrast. His silence has a concrete effect in these opening paragraphs: a brief moment of recognition takes Harper back to their former connection, then his averted gaze forces her attention onto her present duties.

Why does Samuel's refusal to speak matter differently from the rejection Harper receives from her parents?
